Pulat Khaliulin

Pulat Khaliulin is the Director of U-BSSYS, an IT systems architect, entrepreneur, and expert in digital transformation in the banking sector. He has over 15 years of experience in developing and managing IT platforms, BI solutions, telecom infrastructure, as well as implementing CRM systems, credit pipelines, and risk management solutions. Under his leadership, major digital transformation projects in the financial sector have been successfully executed.

A significant part of his professional career is linked to the public sector and e-government. He established and led an IT department within a government institution, initiated a city-wide digital program, and implemented electronic services in collaboration with international organizations. At the National Center for E-Government, Pulat oversaw strategic planning, development of information systems, and budget management, while consulting banks and government agencies on digitalization and infrastructure modernization.

He actively develops entrepreneurial and educational initiatives: he founded a banking technology integrator for Central Asia, created a portal for banks and fintech partners, and teaches a proprietary course for future CTOs. Pulat also serves as a mentor in accelerators, trains teams in Lean Startup and Agile methodologies, participates in international strategic projects, and develops his own brand of accessories for IT professionals.
