    Export, investment, and new jobs: Outcomes of IT Park Uzbekistan's visit to Moscow

    A delegation from IT Park Uzbekistan, led by Makhliyo Muksinova, Services Export Development Director, undertook a working visit to Moscow. The visit included participation in a conference and a series of negotiations focused on developing international projects, discussing new areas of cooperation, and boosting export potential. Key priorities during the visit were opening offices, attracting investment, and exchanging expertise between the countries.


    Uzbekistan Outsourcing Conference: new agreements


    The key event of the visit was the Uzbekistan Outsourcing Conference, which brought together more than 50 guests from 40 companies. Speakers included representatives from the Creative Industries Agency (CIA), the Moscow Export Center (MEC), the Video Game Industry Development Organization (VIDO), the GRAN contact center, and Brand Analytics. Among the invited participants were companies such as Dr.Web, SkillStaff, IT Balance, Ventra and other IT market players.


    During the conference, IT Park Uzbekistan presented the capabilities of the national IT ecosystem, state support mechanisms, regional potential and available talent resources. Participants exchanged experience and discussed mechanisms for supporting Russian companies from the MEC portfolio in entering global markets through Uzbekistan.



    At the event, IT Park Uzbekistan and MEC signed a memorandum of cooperation, marking a new stage in strengthening their institutional partnership. The document outlines the exchange of expertise and support for MEC portfolio companies interested in opening offices in Uzbekistan and developing export operations through its platform.



    Dr.Web: plans to open an office in Uzbekistan


    During negotiations with the leadership of Dr.Web, the parties discussed the possibility of registering a legal entity in Uzbekistan. The company is considering launching a local division that would export cybersecurity solutions to global markets. The office is expected to open in early 2026. This model will help the company build a more efficient regional delivery structure and expand its international presence.


    Dr.Web is an international developer of antivirus and cybersecurity software, founded in 2004. Its products are exported to 42 countries, and regional offices operate in Kazakhstan, Germany, France, Japan, and China.



    Teleperformance: exploring expansion opportunities in Uzbekistan


    The IT Park Uzbekistan delegation also held a separate meeting with the management of the international corporation Teleperformance.


    The parties discussed Uzbekistan’s talent pool, regional infrastructure, language proficiency of specialists and the potential opening of a new office in the country. Representatives of IT Park Uzbekistan presented a detailed analysis of available talent resources by region, highlighted current IT clusters and outlined opportunities for scaling teams. Teleperformance’s development plans for 2026 and staffing requirements were also reviewed. The information was positively assessed and taken for further evaluation by the company.


    Teleperformance is one of the world’s leading BPO companies, operating in more than 90 countries with a workforce exceeding 410,000 employees. The company provides services in customer support, digital solutions, and business process outsourcing.



    Participation of IT Park Uzbekistan member companies in the Moscow International Video Games Week


    As part of the visit, the IT Park Uzbekistan delegation and member companies took part in the Moscow International Video Games Week, held at the Moscow Video Games Cluster. The event gathered more than 120 companies and over 3,000 visitors — industry representatives, publishers, developers, and players.


    The exhibition showcased global and popular titles such as CS2, PUBG Mobile, League of Legends, WarFace, Caliber, SMP Racing, Tsarevna and others, highlighting the significance of the event as one of the major platforms for the regional game development community.


    Uzbekistan was represented by IT Park Uzbekistan members — Echo of Souls (Grimoire Entertainment) and “The Golden Horde” (Doomers Entertainment). Their projects attracted strong interest due to their visual quality, worldbuilding and cultural identity. During the event, both games underwent extensive playtesting:

    • “The Golden Horde” — more than 62 playtests
    • Echo of Souls — more than 50 playtests

    Players and experts provided detailed feedback, noting the high potential of the projects. Some visitors continued playing the games after testing, indicating rising interest in Uzbek game development.



    At the panel session “Engagement mechanics: How games remain in demand for decades”, Otabek Baratov, founder of Grimoire Entertainment, spoke about engagement mechanics and how certain games maintain popularity over many years. He noted that long-lasting titles often define new genres and shape cultural benchmarks in the industry.


    Azamat Rakhmon-Zoda, Head of the IT Park Uzbekistan Perspective Projects Office, participated in the panel “Support models: Who stands behind game development?” presenting the development of Uzbekistan's game development ecosystem, including the Echo of Souls and The Golden Horde, which already demonstrate a competitive quality on international platforms.


    Firdavs Mamadkhonov, founder of Doomers Entertainment, spoke on the topic “Game development and culture: Synergy for creating unforgettable stories”, emphasizing the role of cultural and historical context in game creation and using The Golden Horde as an example. He highlighted the importance of balancing historical elements with artistic storytelling.


    WATT: plans for the international release of TSAREVNA and interest in Uzbekistan


    The IT Park Uzbekistan delegation held a meeting with the leadership of WATT Studio — CEO Egor Tomsky, COO Elena Dektyareva, and Marketing Director Yulia Kim. The company is preparing for the international release of TSAREVNA and is considering Uzbekistan as a platform for launching its global representative office.


    WATT representatives previously visited IT Park Uzbekistan in Tashkent and highly appreciated the infrastructure. Their next visit is scheduled for March 2026 as part of a Gaming Business Mission to Uzbekistan. 


    WATT is a Russian game development studio specializing in creating narrative-driven projects, visual concepts, and full-cycle game mechanics. The company is known for its artistic style, high production quality, and deep worldbuilding.


    CIA: expanding cooperation and educational initiatives in game development


    The visit included a meeting with Gulnara Agamova, CEO of the Moscow Creative Industries Agency (CIA). She highlighted the growing interest of international companies in the Central Asian market and noted that conditions in Uzbekistan allow studios to reduce production costs and expand publishing opportunities.   


    The parties discussed the further development of cooperation and agreed on initiatives to create educational programs, internships and acceleration programs for young game development specialists.


    The Creative Industries Agency (CIA) is a center for creative business support established by the Moscow Government in 2020. Its mission is to foster creative entrepreneurship and develop urban infrastructure across a wide range of sectors, including art, architecture, video games and software, design, new media, film and more.


    In August, IT Park Uzbekistan and CIA strengthened cooperation by signing a memorandum aimed at expanding joint initiatives in GameDev and supporting the gaming ecosystems of both countries.


    The working visit to Moscow strengthened the international presence of IT Park Uzbekistan and opened new avenues for expanding cooperation. The agreements reached, negotiations conducted and the participation of member companies in major gaming events enhanced the export potential of Uzbek IT companies, created prospects for launching new offices and projects, and contributed to attracting investment and generating new jobs. Overall, the outcomes of the visit confirm Uzbekistan's growing influence in the region and reinforce the role of IT Park Uzbekistan as a key institution in the development of the national technological ecosystem.

    GBSF 2025 outcomes: Uzbekistan strengthens its status as an IT hub

    Tashkent hosted the Global Business Services Forum 2025 (GBSF 2025), one of the most prominent events of the year in the field of IT outsourcing and digital services.
