From incentives to talent: what awaits foreign companies in Uzbekistan — outcomes of IT Park workshops

On 24 September, the Ministry of Digital Technologies’ Congress Hall hosted the Offshore Outsourcing Conference Workshops, organized by IT Park Uzbekistan within the framework of ICT Week Uzbekistan. IT Park experts presented practical guidance on conducting business in the country, covering labor legislation, taxation, soft-landing programs, infrastructure, and talent initiatives. The workshops were attended by more than 50 international guests.

The workshop program included the following thematic sessions:

Aziz Tajiddinov, Specialist of the Residents Registration Department, presented the advantages of becoming an IT Park member. His presentation “Residency in IT Park Uzbekistan” focused on tax incentives and growth instruments enabling companies to strengthen their presence on both local and international markets.

Bobomurod Abdurassulov, Finance Specialist, provided an overview of the Zero Risk program, as well as infrastructure support measures available to IT-enabled services companies. These include fully equipped free office spaces in regions, subsidies, and comprehensive administrative assistance.

Azizbek Dauletbaev, Specialist of the Softlanding Department, introduced the programs and benefits available at IT Park in detail, ranging from tax exemptions and VAT refunds to other residency advantages.

Ahmed Aboulezz, Advisor to the CEO of IT Park, delivered two sessions. The first, on “Talent Acquisition”, examined Uzbekistan’s skilled talent pool, recruitment programs, and the availability of professionals with advanced technical expertise and foreign language proficiency. In the Labor Code overview, he provided practical insights on hiring, contracts, and compliance with local regulations.

Azamat Rakhmon-Zoda, Head of the Office for Promising Projects, elaborated on Uzbekistan’s banking system. He outlined procedures for opening corporate accounts, regulations governing foreign currency operations, and financial instruments available to international businesses, underscoring the increasing transparency and convenience of the system for foreign investors.

Akmal Yakhyoev, Deputy Chairman of the Board of Kapitalbank, delivered a presentation on the bank’s cooperation with IT Park Uzbekistan. He emphasized the joint efforts to build a reliable financial infrastructure for IT and BPO companies, noting that Kapitalbank offers specialized solutions to help both international and domestic businesses streamline operations and confidently scale in Uzbekistan.

Offshore Outsourcing Conference Workshops concluded with a keynote address by Makhliyo Muksinova, Services Export Development Director at IT Park Uzbekistan:

“Our primary goal is to foster an enabling environment in Uzbekistan for the growth of international companies. We are committed to supporting your development, and in return, you contribute to the advancement of our economy. I sincerely hope that today’s workshops will assist you in making the decision to establish your business in Uzbekistan. Should you require any support or guidance — we are here, not only today, but at every stage of your journey.”
