    Results of the visit to Canada: IT Park Uzbekistan strengthens cooperation with Canadian IT companies

    The delegation of IT Park Uzbekistan, led by Ahmed Aboulezz, Advisor to the CEO, and Ruslan Yapparov, Business Development Director of the IT Park representative office in the United States, concluded a working visit to Canada, during which a series of meetings were held with the country’s largest technology and outsourcing companies. The trip included three days of negotiations, participation in the international Digital Customer Experience Summit, meetings with executives of global corporations, and the Uzbekistan Outsourcing Conference (UOC) Toronto 2025. The primary objective of the visit was to expand partnerships, promote Uzbekistan as a new IT services hub and establish sustainable channels for investment cooperation.



    Meetings with leaders of the IT market


    During the visit, the IT Park Uzbekistan delegation met with the leadership of TierOne OSS Technologies and its subsidiary, RcatsOne. Representatives of both companies expressed strong interest in expanding to Uzbekistan and examined in detail the legal, staffing and operational aspects of establishing an office. Following the meeting, the companies confirmed their intention to undertake a group business mission to Uzbekistan in 2026.



    TierOne OSS Technologies is a Canadian company headquartered in Mississauga, Ontario. Founded around 1999, it develops software solutions for telecommunications operators, including OSS/BSS systems, service management tools, network monitoring and process automation systems. The company serves corporate clients and network service providers and has personnel in Canada and India.


    RcatsOne, a subsidiary of TierOne OSS Technologies, operates in the same technological domain, providing solutions for telecommunications operators and corporate networks.


    A meeting was also held with NTG Clarity Networks, during which the parties discussed staffing requirements, the cost of technical specialists, outstaffing models and the possibility of opening a local office under IT Park membership. The company demonstrated interest in gradually scaling operations in Uzbekistan.



    NTG Clarity Networks Inc. is a Canadian company founded in 1992 and headquartered in Markham, Ontario. It provides comprehensive solutions in digital transformation, software development, network integration, billing systems and asset management for telecom operators and other industries. The company employs more than 700 IT and network specialists and operates across several countries, undertaking outsourcing and offshoring projects.


    At the end of the day, the delegation met with the leadership of Incepta Solutions and its subsidiary, Agentsense. Incepta Solutions confirmed its intention to open an office in Uzbekistan and agreed on subsequent steps for launching the Incepta Innovation School initiative. Agentsense, an artificial intelligence company, noted the strong potential for AI development in Uzbekistan and announced plans to visit the country in 2026 to explore conditions for establishing a regional development centre.



    Incepta Solutions is a company based in Mississauga, Ontario (Canada), founded in 2010. It specializes in digital transformation initiatives, including system integration, business process automation, GenAI, data management, cloud solutions and cybersecurity. It works with major corporate clients in various sectors such as banking, retail, healthcare and manufacturing.


    AgentSense is a technology company from Toronto, Canada, specializing in enterprise AI solutions — intelligent agents, process automation, unstructured data analysis and decision-making acceleration. Its products, such as DocuCortex and DataGenie, serve industries including CPG, healthcare, retail and finance. The company places emphasis on ensuring that AI enhances, rather than replaces, human work.


    A separate meeting was also held with Corpshore Solutions. The company announced plans to scale its operations in Uzbekistan to 1,000 employees within one year — one of the most significant workforce-related commitments made during the mission.


    Corpshore Solutions is an international BPO company from Toronto, founded in 2015. It provides comprehensive services in voice and non-voice support, live chats, process robotization, as well as digital and IT services, including web development, UX/UI and SEO. With a presence in Canada, the United States, the Dominican Republic, Colombia, the Philippines, South Africa and Ghana, the company serves clients in finance, healthcare, retail and other industries. The company’s annual revenue is around $20 million, with more than 100 employees.


    Participation in the Digital Customer Experience Summit


    On the second day of the visit, the IT Park Uzbekistan delegation participated in the international Digital Customer Experience Summit — a key North American event focused on customer service, digital products and SaaS solutions.



    The Digital Customer Experience Summit is a major annual conference in Toronto dedicated to digital customer experience and modern service technologies. It brings together executives and experts from various sectors to discuss AI applications, analytics, omnichannel solutions and improving customer interactions. The Summit also offers extensive opportunities for business meetings and knowledge exchange among companies working in digital services and outsourcing.


    During the event, IT Park representatives held meetings with more than 30 companies, including Teleperformance, Bill Gosling Outsourcing, Telus Digital, QuestionPro, BoostCx and Kyndryl. All companies expressed interest in cooperation, indicated readiness to continue negotiations and received information regarding Uzbekistan’s human capital, tax incentives and opportunities for rapid operational launch.



    Participation in the Summit significantly expanded the delegation’s business network and presented Uzbekistan’s advantages as a promising new destination for outsourcing, digital solutions and technological services. Throughout the conference, IT Park representatives conducted numerous meetings with Canadian companies, many of which explored opportunities for collaboration with Uzbekistan in detail for the first time.


    Meetings with industry leaders


    On the third day of the mission, high-level discussions were held with executives from companies participating in the Digital Customer Experience Summit. The IT Park Uzbekistan delegation met with representatives of Teleperformance, Bill Gosling Outsourcing, Telus Digital, QuestionPro, BoostCx and Kyndryl. The companies expressed interest in further exploring opportunities for cooperation with Uzbekistan, requested additional information on human resources and membership conditions within IT Park, and confirmed their readiness to continue the dialogue. As a result, five organizations confirmed their participation in the UOC Toronto 2025 conference.



    Uzbekistan Outsourcing Conference (UOC) Toronto 2025


    Another important outcome of the visit was the Uzbekistan Outsourcing Conference (UOC) Toronto 2025, organized by IT Park Uzbekistan in Toronto. The event brought together more than 60 Canadian companies interested in Uzbekistan’s potential as a new centre for IT and outsourcing services. The conference presented investment conditions, tax incentives, infrastructure advantages and the country’s human capital.



    Following the conference, concrete agreements were reached. Seven Canadian companies announced plans to open offices in Uzbekistan in the coming months. This is expected to create at least 500 jobs, while IT and BPO service exports may reach approximately $5 million in the first year. UOC Toronto 2025 demonstrated significant interest from Canadian business and further strengthened Uzbekistan’s position as a promising new outsourcing destination.


    Results of the four-day mission


    The working visit of the IT Park Uzbekistan delegation to Canada resulted in substantial agreements and identified promising areas for further cooperation. The delegation established direct contacts with key players in the Canadian IT industry, including TierOne OSS Technologies, RcatsOne, NTG Clarity Networks, Incepta Solutions, Agentsense, Emergitel, Corpshore Solutions, Mergen AI, InnovaGrid, BoostCX and Metro Tow Trucks. Several other companies also expressed interest in continuing negotiations.



    Canadian companies showed interest in Uzbekistan due to clear and advantageous conditions: IT Park’s zero tax rate reduces operational costs; the country has a large pool of qualified and multilingual specialists; the government actively supports foreign initiatives; and local infrastructure is prepared for rapid scaling. Its convenient location and compatible time zones make it possible to serve markets in Europe, the Middle East and Asia, which strengthens Uzbekistan’s attractiveness for international IT companies.


    Prospects for further work


    Following the visit, a list of priority areas for further cooperation was established. These include the creation of development centres and service offices for telecommunications and outsourcing companies, the launch of new educational programs and expanded participation in industry events in Canada. In particular, plans are underway to organize UOC Toronto 2026.



    Canadian partners also expressed their readiness to visit Uzbekistan in 2026. These visits will help deepen the agreements reached and facilitate the practical implementation of joint initiatives.


    The outcomes of the mission form a solid foundation for expanding Uzbekistan’s presence in North America, attracting foreign direct investment and strengthening the country’s position as an emerging international IT hub.

    GBSF 2025 outcomes: Uzbekistan strengthens its status as an IT hub

    Tashkent hosted the Global Business Services Forum 2025 (GBSF 2025), one of the most prominent events of the year in the field of IT outsourcing and digital services. Organized by IT Park Uzbekistan with the support of the Ministry of Digital Technologies, the event convened approximately 450 participants representing 260 companies, including 237 international companies from 40 countries.
