    Outcomes of the visit to the United States: new partnerships for IT exports and outsourcing

    A delegation from IT Park Uzbekistan, led by Startup and Investment Development Director Elyor Maksudov, conducted a visit to the United States, where it held meetings with Cohere AI, Armanino, Saber Interactive, PomPom Fairy, CosmicBrain AI, as well as with members of the Uzbek diaspora in California and New York. The discussions focused on the implementation and localization of artificial intelligence technologies, the expansion of IT export services, the establishment of offices and research centers in Tashkent, and the strengthening of ties with compatriots working in leading global companies.


    A notable highlight of the trip was the “Tech Ambassadors & Compatriots Meet-up”, hosted at the Silkroad Innovation Hub, where the promotion of Uzbekistan as a regional hub for digital technologies was discussed. These agreements are intended to expand IT exports and accelerate the country’s integration into the global innovation ecosystem.


    Cohere AI: AI solutions for public services and a national LLM


    During negotiations with Cohere AI, the parties discussed the localization of solutions in Uzbekistan, including deployment on national GPUs and within domestic data centers. The Uzbek side presented the initiative “One Million Uzbek AI Prompters” and the digitalization strategy for public services through 2030. Also under discussion were a pilot customized version of the North model and the creation of a national large language model (LLM) for the Uzbek language, drawing upon Cohere’s international expertise. The company confirmed its readiness to support educational programs and to participate in ICT Week Uzbekistan 2025.



    Cohere AI is a developer of enterprise solutions based on large-scale language models, emphasizing a cloud- and chip-agnostic approach, sovereignty-compliant deployment options, and its North product line for corporate integration.


    Armanino: Outsourcing and consulting in Uzbekistan


    Talks with Armanino focused on the conditions for IT and BPO in Uzbekistan, including tax and regulatory incentives available to IT Park members, the comparative cost advantages of local services, and the talent pool in areas such as accounting, outsourcing, consulting, and customer support. The parties agreed to undertake a detailed requirements analysis, present opportunities to potential clients, explore the establishment of an office in Uzbekistan, and arrange a visit during ICT Week Uzbekistan 2025.



    Armanino is an international consulting and CPA services provider, specializing in audit, advisory, and outsourcing, with clients exploring expansion into new regions.


    Saber Interactive: Prospects for a GameDev center in Tashkent


    At the meeting with Saber Interactive, the Uzbek delegation presented opportunities for game development studios, quality assurance, publishing, and back-office functions, supported by tax incentives, free office space, and streamlined visa regimes. The two sides agreed to continue dialogue and to reconvene at the Tokyo Game Show 2025 in September to consider partnership formats and assess Uzbekistan’s potential as a new GameDev hub.


    Saber Interactive is a global game development company with international studios, including in Armenia and Georgia, with extensive experience in AAA and AA projects, porting, and supporting major game franchises.


    PomPom Fairy: Interest in establishing an office in Uzbekistan


    PomPom Fairy expressed interest in opening an office in Tashkent and explored measures of government support, including tax incentives, office facilities, and simplified visa procedures. Both sides confirmed mutual interest, agreed to maintain regular communication, and considered the company’s participation in events in Uzbekistan, including ICT Week, as an opportunity for closer engagement with the ecosystem.


    PomPom Fairy is an international product and outsourcing company with offices in New York, London, and Tbilisi, as well as development teams in Romania, Armenia, and Moldova, serving major clients in the United States.


    CosmicBrain AI: A multimodal AI office and service exports


    Negotiations with CosmicBrain AI focused on establishing an office in Tashkent and hiring 20–30 developers to create scripts and multimodal models, with projected annual service exports of up to $2 million. The company expressed interest in collaborating with universities on research programs and educational initiatives. The Uzbek side confirmed its readiness to provide tax incentives, office space, and visa support.


    CosmicBrain AI was founded by Chi Chiu, an engineer with over 25 years of experience in advanced technologies, including nearly two decades at Google, and specializes in multimodal AI.


    Tech Ambassadors / Compatriots: The diaspora as a bridge for innovation


    At the meeting with compatriots, IT Park Uzbekistan presented membership conditions and its Enterprise Uzbekistan strategy. Startup founders from Silicon Valley expressed interest in Uzbekistan as a new platform for business and innovation. The parties agreed to establish a team of Tech Ambassadors, to strengthen engagement with members of the diaspora, and to hold such meetings regularly in both the United States and Uzbekistan.



    Tech Ambassadors / Compatriots is a community of Uzbek diaspora members and technology ambassadors. On August 25, a Meet-up was held at the Silkroad Innovation Hub in California with the participation of specialists from leading U.S. companies.


    These agreements will foster the expansion of IT exports, the localization of advanced AI technologies, and the establishment of new offices and research centers in Tashkent. Collectively, they will reinforce Uzbekistan’s ties with leading global innovation centers — from Silicon Valley to New York.

    GBSF 2025 outcomes: Uzbekistan strengthens its status as an IT hub

    Tashkent hosted the Global Business Services Forum 2025 (GBSF 2025), one of the most prominent events of the year in the field of IT outsourcing and digital services. Organized by IT Park Uzbekistan with the support of the Ministry of Digital Technologies, the event convened approximately 450 participants representing 260 companies, including 237 international companies from 40 countries. Among the attendees were representatives of multinational corporations, startups, government agencies, and venture capital funds.
