    A new stage of IT company support in Uzbekistan: focus on exports, talent, and sustainable growth

    Uzbekistan continues to pursue its strategic course toward the advancement of the digital economy and the strengthening of the country’s position as a global technology hub. Under a newly adopted presidential resolution, IT companies will benefit from expanded opportunities for entry into international markets, the attraction of foreign specialists, and business scaling. In this regard, IT Park Uzbekistan hosted a series of strategic meetings with member companies to discuss the key provisions of the resolution and the sector’s current priorities.


    New support measures: emphasis on exports, infrastructure, and talent


    The resolution provides comprehensive support for both early-stage startups and established export-oriented companies. Beginning November 1, 2025, participants of the “Digital Startups” program and fintech sandboxes will be entitled to one year of free access to the digital services of the “E-Government” platform, provided they adhere to cybersecurity standards.



    Effective January 1, 2026, IT companies operating in international markets will be permitted to allocate export revenues, up to a maximum of $500,000 annually, for the payment of corporate subscriptions and online advertising on global platforms with an audience exceeding 100 million users. For SaaS platforms, a simplified procedure will apply: payments may be made under a public offer without mandatory registration of transactions in the E-contract system, except in the case of large-scale contracts.


    The Zero Risk program has also been expanded: member companies may now rent office premises not only in state-owned but also in privately owned facilities, with reimbursement of expenses for up to 12 months. This measure is particularly significant for the regions and Karakalpakstan. In addition, a mortgage financing mechanism for foreign specialists has been introduced in cooperation with “Aloqabank”, while access to banking services has been simplified — international specialists will now be able to open accounts and obtain virtual cards remotely by registering a personal identification number (PINFL) through Uzbekistan’s consulates.


    Meetings with members: dialogue on future priorities and growth mechanisms


    To ensure a detailed discussion of the new measures and development priorities, IT Park Uzbekistan held meetings with representatives of member companies. The sessions were attended by Bobur Khodjaev, Head of the Department for Financial Technologies, Digitalization, and Artificial Intelligence under the Presidential Administration; Sherzod Shermatov, Minister of Digital Technologies; Oleg Pekos, First Deputy Minister; as well as IT Park leadership — Abdulakhad Kuchkarov, CEO; Jakhongir Radjabov, Business Development Director; and Makhliyo Muksinova, Services Export Development Director.


    Discussions with companies focused on the domestic market addressed prospects for transitioning toward export-oriented activities, workforce strategies, and the integration of artificial intelligence solutions into public administration. Particular emphasis was placed on the provision that, starting in 2029, tax incentives will be retained only for member companies generating no less than 50% of their revenue from exports. In response, IT Park is introducing additional support mechanisms through the Local2Global program and its representative offices in the United States, Germany, Japan, China, South Korea, and Saudi Arabia.



    Separate sessions were devoted to product-based and outsourcing companies, with a focus on global market expansion, data protection when working with major international platforms, and the development of a professional outsourcing community. The organization of a national AI hackathon with the participation of member companies and government institutions was also discussed.


    These meetings marked a further step in strengthening cooperation between the state and the IT business sector. The newly adopted measures are aimed at fostering a favorable environment for sustainable growth, expanding exports, and enhancing global competitiveness. IT Park Uzbekistan will continue to provide comprehensive support to its members, reinforcing Uzbekistan’s leadership on the digital map of the region.

    GBSF 2025 outcomes: Uzbekistan strengthens its status as an IT hub

    Tashkent hosted the Global Business Services Forum 2025 (GBSF 2025), one of the most prominent events of the year in the field of IT outsourcing and digital services. Organized by IT Park Uzbekistan with the support of the Ministry of Digital Technologies, the event convened approximately 450 participants representing 260 companies, including 237 international companies from 40 countries. Among the attendees were representatives of multinational corporations, startups, government agencies, and venture capital funds.
