    IT Park Uzbekistan presented the country’s IT potential in Romania

    As part of their visit to Bucharest, representatives of IT Park Uzbekistan conducted a two-day program that included a series of meetings with international companies and the Uzbekistan Next-Gen Services Hub conference. Following the visit, the parties agreed to strengthen partnerships in the outsourcing of digital services, launch joint initiatives for talent development, and explore the establishment of representative offices in Uzbekistan.


    Uzbekistan Next-Gen Services Hub Conference


    The international conference Uzbekistan Next-Gen Services Hub became the central event of the visit, gathering over 130 participants representing more than 100 companies. The event brought together executives from global corporations, consulting agencies, technology firms, and outsourcing providers. Among the attendees were Vodafone, Wipro, Fortrea, Extia, Oracle, Daon, VEO Worldwide Services, We As Web, COSCO Shipping EU, Genpact, Grant Thornton, Fortrea, Extia, Adecco, Publicis Sapient, Network One Distribution, TRANSEARCH, as well as key partners Accesa, DAAC System Integrator, and Leaders in Tech.



    The conference was organized by IT Park Uzbekistan with the support of the Embassy of Uzbekistan in Poland and Romanian partners. Its primary objective was to strengthen relations between Uzbekistan and the European Union, present Uzbekistan as a new hub for digital services, and discuss opportunities for cooperation in the IT and outsourcing sectors.


    In his welcoming address, Ravshanbek Jabborov, Advisor to the Embassy of Uzbekistan in Poland, emphasized the growing partnership between Uzbekistan and the European Union, noting the country’s commitment to building a competitive, innovation-driven economy.



    Fayzulla Ulmasov, representative of IT Park Uzbekistan, delivered a presentation on the nation’s digital transformation journey, outlining opportunities for foreign investors, the country’s human capital potential, and the range of support services IT Park provides to international companies establishing operations in Uzbekistan.



    Paul Cipcigan, Business Development Director at Accesa, shared his company’s experience in entering the Uzbek market, commending the technical expertise of local professionals, their compliance with European standards, and cultural compatibilit. He highlighted the success of Accesa’s partnership-based and people-oriented business model.



    Alexandru Savinov, Sales Director at DAAC Digital, spoke about the rapid advancement of Uzbekistan’s digital infrastructure and e-government initiatives, underlining the company’s growing presence in the country and the importance of strategic partnerships for achieving success in emerging markets.



    Ioan-Maksim Posa, Co-founder of Leaders in Tech and CEO of GambIT Group, together with Radu Apostoae, CTO and Co-founder of KontrolIF, introduced the concept of the Uzbekistan–Romania Technology Corridor. They emphasized that the initiative bridges Romania’s mature IT industry with Uzbekistan’s fast-evolving digital economy, creating opportunities for European clients to access high-quality, cost-efficient, and round-the-clock technology services.



    New business agreements and partnerships


    The IT Park Uzbekistan delegation held a series of meetings with senior executives from major international companies — Probitas, TRANSEARCH, COSCO Shipping, QLOC, and MEGOGO. The discussions focused on expanding cooperation in digital services, logistics, outsourcing, and media technology. The companies expressed strong interest in exploring Uzbekistan’s potential as a reliable destination for establishing service centers and IT teams serving the markets of Europe, the Middle East, and Central Asia.


    During the meeting, the management of Probitas expressed keen interest in Uzbekistan as a new gateway to the Central Asian and CIS markets. The discussions covered the creation of joint service centers and IT teams serving clients in the Middle East and Central Asia. The company also expressed readiness to participate in IT Park Uzbekistan’s incentive programs, including tax benefits, the Zero Risk program, and assistance with legal entity registration in the country.


    Probitas is an IT company headquartered in Bucharest, Romania, with branches and partnerships across the Middle East, including the UAE. Operating in ten countries, the company provides a full spectrum of IT solutions — from infrastructure and cloud services to cybersecurity and enterprise automation. Its clients include major organizations in telecommunications, energy, and finance across the EMEA region.


    IT Park Uzbekistan and TRANSEARCH explored Uzbekistan’s potential as a new market for HR and management consulting. Particular attention was given to developing joint leadership programs and talent acquisition initiatives for international companies establishing operations in Uzbekistan. TRANSEARCH also expressed interest in partnering with IT Park Uzbekistan to develop professional competency programs and educational initiatives for IT Park members.


    TRANSEARCH International is one of the world’s leading executive search and leadership consulting firms, headquartered in the United Kingdom. The company operates offices across Europe, the Americas, Asia, the Middle East, and Africa, providing services in executive recruitment, culture and leadership advisory, and the integration of top managers through its proprietary Orxestra methodology.


    During discussions with COSCO Shipping (Europe), the delegation addressed Uzbekistan’s growing role in regional supply chains and the logistics support of IT outsourcing. The parties discussed potential joint projects focused on transport and warehousing solutions for international service centers operating in the country, as well as initiatives aimed at improving the efficiency of IT export operations.


    COSCO Shipping (Europe) is the European division of the Chinese logistics giant COSCO Group, established in 1989 in Hamburg, Germany. The company manages operations across Europe, North Africa, the Mediterranean, and the Black Sea region. Its core business include maritime container shipping, warehousing logistics, terminal operations, and vessel services, covering over 600 ports in 160 countries.


    During the meeting with QLOC, IT Park Uzbekistan representatives presented Uzbekistan’s advantages for game development industry — including tax incentives, the Zero Risk program, and outsourcing opportunities for QA and localization teams. QLOC expressed interest in exploring the establishment of operations in Uzbekistan and agreed to continue discussions with IT Park regarding local talent potential.



    QLOC is an international company headquartered in Poland, specializing in video game development, testing, and localization. Its client portfolio includes EA, Capcom, Warner Bros, CD PROJEKT RED, Activision, and Bandai Namco. Notable projects include Mortal Kombat, Cyberpunk 2077, Devil May Cry, and Dark Souls Remastered.



    At a meeting with MEGOGO, the parties discussed potential cooperation in content localization, dubbing, audio production, and testing of applications and streaming services. MEGOGO is considering Uzbekistan a regional support hub, noting the country’s talent pool, low operating costs, and government guarantees for investors.


    MEGOGO is the largest independent OTT platform in Eastern Europe, headquartered in Kyiv, Ukraine. Established in 2011, it operates in 15 countries, offering films, TV channels, sports broadcasts, audiobooks, and podcasts. Its in-house unit, MEGOGO Voice, specializes in dubbing and voice-over production. The platform continues to expand its content localization and production activities for EMEA markets.


    The visit to Bucharest reaffirmed the growing interest of European businesses in cooperation with Uzbekistan in the fields of IT and digital services. The meetings and the conference resulted in the establishment of new business connections and partnership agreements with leading regional companies. For IT Park Uzbekistan, this visit marked another important milestone in expanding its European partnership network, strengthening ties between the European Union and Central Asia, and promoting Uzbekistan as a reliable hub for IT outsourcing and technology-driven services.

    GBSF 2025 outcomes: Uzbekistan strengthens its status as an IT hub

    Tashkent hosted the Global Business Services Forum 2025 (GBSF 2025), one of the most prominent events of the year in the field of IT outsourcing and digital services. Organized by IT Park Uzbekistan with the support of the Ministry of Digital Technologies, the event convened approximately 450 participants representing 260 companies, including 237 international companies from 40 countries.
