Starting from April 1, 2026, changes will come into force in Uzbekistan for members of IT Park Uzbekistan, the Cybernetic Innovation IT Park, and Inno Technopark LLC. The new regulations are set out in the Presidential Resolution of the Republic of Uzbekistan dated December 26, 2025, No. PP-388, and are aimed at developing a sustainable IT ecosystem with an emphasis on export-oriented IT products and services.
One of the key changes will be an update to the approach to the application of tax and customs incentives. Starting from April 1, 2026, incentives will not apply to members operating in the sector as payment organizations, payment system operators, marketplaces (electronic payment systems), and microfinance organizations.
Members that already operate or plan to operate in the above-mentioned sectors are recommended to review their business models in advance.
Another important change will be the introduction of a differentiated system of contributions to the technopark administration. Starting from April 1, 2026, the amount of contributions will depend on the company’s revenue level and its export activity.

The new model is aimed at stimulating the export activity of members and forming a sustainable IT sector oriented toward international markets. Export remains a key priority of IT Park Uzbekistan and the country’s digital economy as a whole, while the phased increase in requirements allows companies to adapt without abrupt changes.
The phased implementation of the new requirements will allow companies to adapt, develop international sales, and strengthen their presence in foreign markets. Members are recommended to conduct a financial and legal assessment of their activities at this stage, take future export requirements into account, and plan steps to develop export potential in advance. For its part, IT Park Uzbekistan will continue to support companies in entering foreign markets.
