    Uzbekistan — A New Global Outsoursing Destination: Key Outcomes of IT Park Uzbekistan’s Visit to Portugal

    As part of its official visit to Portugal and participation in SSOW 2025 Europe — one of the world’s largest international forums — the delegation of IT Park Uzbekistan, led by Advisor to the CEO Ahmed Aboulezz, held over 20 high-level business meetings with representatives of global corporations. Discussions focused on the development of the outsourcing sector, establishment of regional offices, export of IT services, and the attraction of foreign investment to Uzbekistan.

     

     

    SSOW 2025 Europe

    At the forum, IT Park Uzbekistan presented the country’s investment potential and the Zero Risk initiative. During meetings with representatives of prominent global firms such as KPMG, McKinsey & Company, Infosys, and others, the parties explored the prospects of establishing outsourcing centers in Uzbekistan. The strong interest expressed by forum participants reaffirmed the growing significance of Central Asia as an emerging hub for global outsourcing.

     

    SSOW Europe 2025 is a premier annual conference and exhibition that brings together professionals and experts in Shared Services, Service Delivery Centers, and Outsourcing from across Europe and around the globe. The event serves as a strategic platform for the exchange of best practices, discussions on current trends, and the development of business relationships with representatives of multinational corporations and investors.

     

     

    MassMutual Romania

    During the meeting with Michael Marker, Managing Director of MassMutual Romania, discussions centered around the company’s potential entry into the Uzbek market. The parties also reviewed Uzbekistan’s investment climate, with a particular focus on state support measures for IT enterprises. Mr. Marker expressed a preliminary interest in regional expansion, contingent upon economic viability. IT Park extended an official invitation to the company to participate in the upcoming GBS Forum in Tashkent.

     

    MassMutual is one of the largest insurance and financial services providers in the United States, headquartered in Springfield, Massachusetts. The company reports annual revenue exceeding $39 billion, total assets of more than $321 billion, and employs over 10,000 professionals worldwide, including at its major regional office in Romania.

     

    WSP

    During the meeting, Rachel Ryan, Vice President of WSP, expressed strong interest in further exploring Uzbekistan’s IT ecosystem and the possibility of establishing a regional office in the country.

     

    WSP Global is one of the world’s foremost consulting firms in the fields of engineering, design, and project management. Headquartered in Montreal, the company employs over 72,800 professionals across more than 700 offices in 40 countries and reports annual revenues of $16.2 billion.

     

     

    AICEP Portugal Global

    During the engagement with AICEP Portugal Global, the IT Park delegation presented Uzbekistan’s competitive advantages, including the availability of IT visas, tax incentives, and its skilled human capital. AICEP representatives expressed readiness to continue bilateral cooperation and accepted an invitation to participate in ICT Week in Tashkent. The agency also indicated its willingness to support the involvement of Portuguese companies in regional initiatives.

     

    AICEP Portugal Global is the national agency for trade and investment promotion under the Government of Portugal. Headquartered in Lisbon, it employs over 500 staff, maintains an annual operating budget of approximately $71 million, and operates a global network of offices in 50 countries.

     

    OSQuay and ITUp

    The executive teams of OSQuay and ITUp expressed interest in potential cooperation in the fields of outsourcing and professional education. Representatives noted their openness to evaluating Uzbekistan as a prospective operational base. An initial internal feasibility assessment is planned, with negotiations to resume thereafter.

     

    OSQuay and ITUp are Portuguese IT firms specializing in digital solutions, outsourcing, and consultancy. Headquartered in Lisbon, OSQuay employs more than 70 professionals, while ITUp has over 5,000 certified specialists and operates in over 10 countries. Since 2022, both companies have been part of the global technology group iLink Digital.

     

     

    BI4ALL

    During the meeting with Hugo Pinto, Founder of BI4ALL, the parties agreed to prepare a set of documents for preliminary analysis to evaluate cooperation opportunities. BI4ALL is also exploring the possibility of establishing an IT academy in Uzbekistan to train specialists in data analytics and digital technologies.

     

    BI4ALL is a leading Portuguese IT consultancy specializing in data analytics and artificial intelligence. With headquarters in Lisbon, the company employs more than 350 professionals, reports annual revenues of €24.5 million, and maintains an international footprint, including a branch office in Switzerland and active projects in the United States, Switzerland, and other markets.

     

     

    IT Park Uzbekistan also held meetings with representatives of companies such as Cipher, Genpact, Appzen, NTT Data UK, PRGX, Didlogic, Digital Technology Hub, Linkare TI, IdeaSoft.io, and others. Key topics of discussion included the potential establishment of regional offices in Uzbekistan, participation in the GBS Forum, access to the Central Asian market, and the feasibility of export-oriented operational models through Uzbekistan. All companies received detailed information regarding IT Park membership benefits, tax incentives, and the government’s support mechanisms.

     

    The visit to Portugal marked another milestone in promoting Uzbekistan as a new technology destination on the global stage. The growing interest from leading international firms underscores the country’s rising profile in outsourcing, IT, and innovation. IT Park Uzbekistan will continue to foster international partnerships, strengthen business ties, and attract new member companies.

    GBSF 2025 outcomes: Uzbekistan strengthens its status as an IT hub

    Tashkent hosted the Global Business Services Forum 2025 (GBSF 2025), one of the most prominent events of the year in the field of IT outsourcing and digital services. Organized by IT Park Uzbekistan with the support of the Ministry of Digital Technologies, the event convened approximately 450 participants representing 260 companies, including 237 international companies from 40 countries. Among the attendees were representatives of multinational corporations, startups, government agencies, and venture capital funds.

The AICA delegation was represented by Vladimir Norov, Chairman of the Association, and Behzod Ismailov, Executive Director.
